Vancouver’s approach to regulating energy use and greenhouse gas emissions in existing large buildings has changed significantly in recent years, and its future direction is at a crossroads. This presentation will trace the shift from renovation-triggered energy upgrades under Part 11 of the Vancouver Building By-law to annual energy reporting and building performance limits. Drawing on recent reporting results, it will examine how buildings are tracking toward the 2026 and 2040 targets, the rationale behind the current requirements, and the choices facing Vancouver’s newly elected Mayor and Council, including the possible paths ahead for owners, operators and engineers.
